This fun, comfortable, ‘Ruffle’ Bloomer pants in Black make a great addition to Steam Punk, Fantasy, or dance costuming. They are made up of 5 tiers of gathered fabric for fullness at the leg but not at the hip. The top tier is double lined for modesty. They can be worn by themselves or under a skirt.
